The Ferox has just been boosted but is still a sniper ship, it has limited uses.
The cyclone on the other hand can be used in many different ways. From Nano Speed Fit to Heavy Tank. I have nothing against the Ferox but unless you intend to snipe, the cyclone will just be superior.
For PvE, the Ferox can admittedly be used with missiles, tho if you went for a missile BC then the drake would be your first choice. Even so the missile advantage on PvE in its ease of use can't be denied, it also can be passive tanked which is another nice feature. For PvP it can snipe... thats about it. Tho this is not a bad thing, it certainly leaves you with a desire for more.
The Cyclone for PvP is uniquely different to the minmatar tier2 the Hurricane, it has a tank that if you dedicate your ship almost exclusively to, is superior to most battleship tanks, all be it for a short burst. There is a fit that allows the use of X-Large Shield Boosters plus a couple of Shield Boost Amplifiers. Give a couple of resist rigs and cap boosters then worry about the rest and you will be quite a mean burst tanker. The next option is to speed fit, its interesting to note that though both minmatar BC's have the same mass, agility, velocity, the Cyclone is better suited for speed tanking than the Hurricane. Its about slot layout... Basically here is how it goes, If you fit four speed modules in both, then the hurricane has 2 low slots left and the Cyclone has zero, now if you then decide to fit the MWD plus the mandatory Webber then the Cyclone has three medium slots and the Hurricane has two. Here is the dilemma, your not going so fast that you can ignore the need for a semblance of a tank, you need a minimum of a three module tank. The Hurricane could perhaps squese something out with the 2 low and 2 medium slots but it would be hard. Perhaps a EANM and 1600mm plate but then you slow yourself down and your still left with the two medium slots to do something with, more than likely ewar. The Cyclone on the other hand with its remaining three medium slots and the tanking bonus goes well if you fit a burst X-Large Shield Booster though a Large is more practical. Granted the Hurricane can go faster if it used all 6 low slots, but then its still not fast enough to truly speed tank.
For PvE, the Cyclone is damned fine as the designated tanked, I have seen Cyclones tank lvl4's comfortably with no need for warp out, its astonishing really. You would naturally go with a artillery fit, some normal heavy missiles in the utility slots and your away, no need to mess about, its fittings are easy enough. I dare say the cyclone can be slow to finish missions due to a not too stellar dps but hey, atleast it can finish the hard missions solo.
So there you go. I would go Cyclone
